That best place to start to learn on how to play bagpipes would be joining a pipeband in your area. You will get instruction, support, and motivation from a pipeband. The second option would be to locate private instructor and start with lessons.

Every new student learning how to play will start with a practice chanter. This is a small investment as compared to buying a set of bagpipes. If you stick with the chanter and learn a few tunes, you can then order a set of bagpipes and take it to the next level.

I suggest a plastic chanter and some tutuor books.

"musically" the pipes aren't all that difficult to learn to play, however, without some support beyond reading it in printed text, you really need an experianced hand to help you get things totally correct...and guidance... learning the proper methods of fingering and how one does the gracenotes and movements has to be learned correctly and monitored.... when one "does" move up to the pipes from just the ractice chanter alone, its a whole 'nuther animal and an experianced instructor is truely needed, to set you one the right path, to educate you in the art of tuning and setting things up and keeping them playable.. IF they sound terrible you will never want to play so you will never develop.. also you will find that no matter how much you love them when they are playng nicely, they can be horrendous when you don't like
them/not playing well.. being in a band setting ,
gives you a larger support group, and with various skill levels your likely to "fall into" a niche
and someone will motivate you.. in one way or another... ultimately it gives you structure as well as some one to look up to, many personalities
besides one,... that you may feel slighted or looked down upon, uncomfortable with.. yes the band music book is what it is, but many times Band members are playing things beyond "just the band book" soduring warm ups etc, you may find yourself being exposed to other tunes besides SET 1 SONG 1 AGAIN>>>>>>>> lol

while One tutor has good points it might be lacking in other areas... there are several tutors out there and available... College of piping is good but leaves some gaps... Logans is confusing
in the early stages, but is a better format after you have begun the Practice chanter for a bit...

I would also suggest from motivational standpoint to get a few CD's of pipe music bands that suit your tastes in simple tunes and listen to them in the car or where ever you might.. to keep yourself pumped up!!! >:)
