Help me find a bagpiper!!!!

This maybe an odd request but I will post it anyways. Back in August of this year, I proposed to my girlfriend. I did it at a place in Columbia PA called Chickies Rock. It is a lookout point over the Susquehanna River. As soon as I proposed a random guy showed up and started playing the bagpipes. He was there with his dog. He played two songs and then left.

I would LOVE it if I could find this gentleman and get him to play a song at the wedding reception as a surprise to my future wife.

Does anyone know of a way to find this particular person?

I would start by looking for pipe bands in the area of where you heard him. It might be a long shot, but who knows, you may get lucky :)
